RECIPE FOR ANARCHY: Amotekun, Shege-Ka-Fasa and many more to come

A few weeks ago Thursday, January 9, 2020,southwestern governors {lagos,ogun,osun,oyo,ekiti,ondo}   launched a security outfit in ibadan,oyo state. they named it AMOTEKUN {meaning leopard in Yoruba language}.

Western Nigeria resorted to self-help in providing additional security shield for its people with the official launch today in Ibadan of Western Nigeria Security Network code-named Operation Amotekun.

The security outfit has its headquarters in Gbongan in Osun State and will take off with 120 patrol vehicles for the policing of the six states, Lagos, Oyo, Osun, Ekiti, Ondo and Ogun state. Personnel will include hunters, OPC members and others.

Ekiti State Governor, Dr Kayode Fayemi, at the launch today dispelled rumours making the rounds that the security network is a regional police. He said it is more like a community police, which will complement the efforts of the mainstream security outfits.

He said the South west governors were not out to undermine the integrity and sovereignty of Nigeria but were providing the Yoruba people with a “confidence building strategy” to tackle crime and criminality in the region.

“The Western Nigeria Security Network Operation Amotekun is nothing but a community policing response to a problem that our people would like to put an end to. But pending the time that the community policing strategy being put together by the Nigeria Police comes to fruition, it is clearly important that we give our people a confidence boosting strategy.

“So if you ask me, Amotekun is nothing but a confidence building strategy for our people in the western zone. When those elements that are going to work in the joint task force with the mainstream security agencies undertake this assignment, they are going to do it with the knowledge of the terrain, language and culture of the community they are going to work.”

“Amotekun is not a duplication neither is it a replacement for the Nigeria Police Force. Amotekun is a complement that gives our people the confidence that they are being looked after by the people they elected into office. We do not want this to create fear in the mind of any one. We are not creating a regional police force. We are not oblivious of the steps we need to follow in forming a State police. We are law abiding citizens of Nigeria. We know that will require a constitutional amendment and we are not there yet”, he said.

While commending the role played by the mainstream security agencies in tackling kidnapping and banditry in the zone, the governor said Amotekun would reduce the burden on the agencies which he described as “overstretched”.

Fayemi who added that the security agencies have embraced the Western Nigeria Security Network urged Nigerians not to give room for fears which may have emanated from the propaganda circulating in the social media about Amotekun

” We were daily assaulted by the spate of kidnapping, banditry, armed robbery across the length and breadth of the South West. We obviously sought succour in all the right places and the mainstream security tried their best in arresting the security situation. It was in the context of this development that we lost the daughter of our leader in Afenifere, Pa Fasoranti.

” As elected leaders of our various States, our primary responsibility according to section (14)2 of the constitution of the Federal Republic of Nigeria as amended, is the security and welfare of our citizens and that’s what informed the coming together of my colleagues and I to fashion a way that we can utilise to complement the work of our mainstream security agencies that are quite overstretched in their efforts to curb the menace that has afflicted not just our zone but the entire country at the time”, he said.

The Chairman of the Western Nigeria Governors’ Forum and Governor of Ondo State, Governor Rotimi Akeredolu said the governors are united in their resolve to ensure peace and security in the region.

Akeredolu stated that the south-west governors cannot erect “an antagonistic structure whose template is against existing security apparatus”.

He said the ” barbarism” displayed by criminal elements in the region gave the governors grave concern which necessitated the security platform.

The governor stressed that he and his colleagues believed in the unity of Nigeria because the nation’s “strength is in unity”.

Earlier in his welcome remarks, Governor Seyi Makinde had stated that development cannot take place in a state of insecurity.

FG RESPONDS THROUGH ATTORNEY GENERAL, MALAMI

The Federal Government on Tuesday  14 January, 2020. declared the security outfit of the states in Western Nigeria, ‘’Amotekun’’ as illegal.

The Attorney General of the Federation and Minister of Justice Abubakar Malami stated this in a release issued on Tuesday.

The statement signed by the Special Adviser to the AGF on Media and Public Relations, Dr Umar Gwandu, said the outfit was illegal.

According to the statement, “The setting up of the paramilitary organisation called Amotekun is illegal and runs contrary to the provisions of the Nigerian law.

“The Constitution of the Federal Republic of Nigeria 1999 (as amended) has established the army, navy and air force, including the police and other numerous paramilitary organizations for the purpose of the defence of Nigeria. “

As a consequence of this, the AGF in the statement said, no state government, whether singly or in a group has the legal right and competence to establish any form of organisation or agency for the defence of Nigeria or any of its constituent parts.

“This is sanctioned by the provision of Item 45 of the Second Schedule of the Constitution of the Federal Republic of Nigeria (as amended) authorizing the police and other Federal Government security services established by law to maintain law and order.”

SOCIAL MEDIA REACTION

I was one of those who spoke against AMOTEKUN on Facebook because the outfit appeared to look like a regional security outfit. there is no place for such in our constitution. our constitution places the power of securing lives and property in the hands of the federal, state and local governments of Nigeria, and not at regional levels. The PDP and their supporters went to work calling me and those who said the same names . the likes of ANDREW JOHNSON ana  I were labelled a bastard, Fulani and Muslim slaves by many Yorubas including many Buharists.

The opposition and their supporters had taken up the publicity of AMOTEKUN, the likes of Atiku, Nnamdi cownu,fanni-kayode went all out telling us AMOTEKUN has come to stay. that was all I needed, to be sure there was a plan by the PDP to hijack this idea. I shouted out that the opposition was trying to muscle the APC into accepting this illegal outfit because they had an ulterior motive. I stated that once the south-west puts its region into this illegal arrangement, other regions will follow with different ideologies and motives. there would be armed tribal militias all over Nigeria and it could turn the country into another Libya.

The opposition, Christian Association of Nigeria {CAN}, Ipob,Afenifere and all notable PDP loyalists turned AMOTEKUN into the trending issue all over the media, convincing even progressives to support it. I stated that the only way to make AMOTEKUN legal was either to amend the Nigerian constitution of the federal republic of Nigeria or for each of the six states of the southwest to pass individual laws at their various state houses of assemblies and share a common name and intelligence gathering, anything other than that will be governors arming armed militias. I also warned that as long as this argument goes on, new illegal regional militias will spring up with much more dubious intentions.

I am vindicated. Amotekun can’t be a regional security outfit because there is no provision for it in the Constitution.

CONCLUSION

Just like I predicted, a none state actor declared a new security outfit for the north, on the 5th of February 2020.

The Coalition of Northern Groups (CNG) on Wednesday unveiled northern Nigeria security outfit code-named ‘Operation Shege-Ka-Fasa’ which literally means “I dare you to attack or surrender” in Hausa.

It is believed to be a Northern version of the South-West regional security initiative ‘Operation Amotekun’ (Leopard).

Addressing the press, the spokesman for the group, Abdullazeez Suleiman, said the security outfit is the vanguard of northerners irrespective of ethnic and religious affiliation.

Suleiman said: “In the prevailing circumstances, the only option is to resort to voluntary self-defence mechanisms in line with initiatives taken by other regions that are even least affected in comparison to what is obtained in the North.”

Note that this outfit was not created by any northern state governors but individual groups in the north who claim to be securing the northern tribes and interests just like the north.

the opposition PDP and their affiliates have started creating regional militias all over the country in the name of replicating AMOTEKUN. there will be more militias from the south-south and south-east which is the stronghold of the PDP. the south-east is known for being pro-PDP and successionists . they can’t wait to use this opportunity to try another separation attempt.  the federal government should deal with this issue before things get out of hand, as a pandora box has been opened and its a recipe for anarchy. we need peace in Nigeria not tribal and religious war.
